Can the present system safely allow aircraft to fly closer together in time and space?

If the present air traffic management system makes use of the new decision support tools, aircraft could be more efficiently spaced while maintaining safety. However without these tools and without further enhancements to the system, flying aircraft closer together in time and distance cannot be done safely.
