Would building more airports solve the problem?

In the last 40 years there have only been instituted 2 major hub airports: Dallas/Fort Worth, TX and Denver, CO. In other words establishing new hub airports does not happen very often. Of all the reported delays over the last year, over 200,000 delays occurred at only 5 major airports: La Guardia, NY; O'Hare, Chicago; San Francisco, CA; Newark, NY; Atlanta, GA. Perhaps building an additional airport near each of those cities might reduce delays overall, unless, of course, the majority of the delays were caused by inclement weather.
